Doing a little research in to this, when setting up an IMAP account you have 2x data files. I just did this and it worked. I am thinking of going back to 2007 as I hate checking outlook each time I step a way from the desk or on the phone. Simply send yourself a test message in that case and reopen the Settings app. If you want to display a specific message in the Desktop Alerts then you can select Display A Message In The New Item Alert Window.

To check your settings, click Preview. Time to ditch Outlook 2010 until MS fixes this issue. It's a common problem even on XP with any Outlook, including Outlook 2003. The whole rule based system has been in place since Outlook Express and Microsoft did a fantastic job developing that over the years.
